Gender Responsive Budgeting (GRB)… Focus of a Training Session Organized by the Moroccan-African International Forum of Women Leaders

As part of its ongoing efforts to promote gender mainstreaming in public policies and programs, and to uphold the principles of equity and gender equality within institutional frameworks, and in alignment with the national vision for integrating gender perspective in public planning and budgeting, the Moroccan-African International Forum of Women Leaders organized a training session under the theme:

“Gender Responsive Budgeting (GRB): Towards Effective Institutionalization of the Gender Approach in Regional Public Policies”.

in collaboration with the Center of Excellence for Gender Responsive Budgeting (CEGRB) under the Ministry of Economy and Finance. The event was held on June 16–17 in Agadir and targeted representatives from various decentralized departments in the Souss-Massa region.

 

The training aimed to strengthen the capacities of territorial administration actors in the field of gender, foster cross-sectoral collaboration for experience sharing and best practices, and enhance planning and public management mechanisms that meet the needs of both women and men. It also sought to reduce social and territorial disparities. GRB has become a strategic tool in Morocco’s public finance reform, ensuring equitable resource allocation and equal access to opportunities and rights.

 

The success of this national initiative depends heavily on the involvement of all territorial levels, making the support and empowerment of regional and local actors a key requirement for achieving the desired goals.

 

In this context, Dr. Iman Lakchiri—researcher in budgetary reform in Morocco, official at the Ministry of Economy and Finance, and member of the CEGRB—delivered several scientific presentations and practical workshops to deepen participants’ understanding through teamwork and real-world regional case studies.

 

These activities generated open discussions and provided a valuable platform for sharing successful sectoral practices. The session was met with strong engagement from participants, who praised the quality of the training and emphasized the need for such initiatives, which had long been limited to central administration staff.

 

It is worth noting that the training session brought together 40 participants, representing various decentralized departments in the Souss-Massa region, including:

The Ministry of Youth, Culture and Communication – Department of Communication

 

The Ministry of National Education, Preschool and Sports

 

The General Secretariat for Regional Affairs of the Wilaya of Souss-Massa

 

The Regional Investment Center

 

The National Agency for the Development of Oases and Argan Tree Zones (ANDZOA)

 

The National School of Architecture

It is also worth recalling that since its founding, the Moroccan-African International Forum of Women Leaders has consistently embraced a range of initiatives aimed at empowering women, promoting their leadership roles, implementing gender approaches, and advancing equality and equal opportunity between men and women in public policy.
