The Moroccan Diplomatic Club Hosts Conference on UN Resolution 1325: Women at the Heart of Peace and Security On May 28, 2025

On May 28, 2025, the Moroccan Diplomatic Club organized a high-level conference at the Ministry of Foreign Affairs dedicated to UN Security Council Resolution 1325 on the Women, Peace and Security agenda. The event was led by Ambassador Farida Jaidi, a prominent advocate for women’s participation in peace processes.

Adopted unanimously on October 31, 2000, Resolution 1325 provides a vital operational framework recognizing the key role women play in conflict prevention, resolution, and peacebuilding.

In a global context marked by record levels of forced displacement — 119.3 million people by the end of 2024, half of whom are women and girls — Ambassador Jaidi emphasized the urgency of enhancing women’s inclusion in peace efforts. In 2023, women accounted for only 9.6% of negotiators, 13.7% of mediators, and 26.6% of peace agreement signatories, reflecting a persistent gender gap.

Ambassador Jaidi highlighted the launch, in March 2022, of Morocco’s first National Action Plan (NAP) for the implementation of Resolution 1325. This NAP is built on three key pillars:

  • Preventive diplomacy, mediation, and peacekeeping;
  • Promoting a culture of peace, gender equality, and the fight against violence and violent extremism;
  • Women’s economic empowerment, which has been central to national public policy for two decades.

Despite this progress, Ambassador Jaidi expressed concern over the decline in women’s labor force participation — from 25.3% in 2013 to 19.9% in 2023. She also noted Morocco’s low ranking in the World Economic Forum’s Global Gender Gap Index: 137th out of 146 countries overall, and 141st in economic opportunity.

As Morocco’s first NAP nears completion, Ambassador Jaidi called for a more inclusive and ambitious second plan, one that addresses emerging challenges such as climate change and environmental security.

She also spotlighted the growing global momentum since 2015, with the creation of several regional networks of women mediators — including the Nordic, FemWise-Africa, Mediterranean, and Arab networks — now united under a Global Alliance of Regional Women Mediator Networks, supported by UN Secretary-General António Guterres.

Morocco is an active member of this alliance and of three regional networks. On April 21, 2025, the country launched its national chapter of FemWise-Morocco, appointing two focal points to raise awareness on Resolution 1325 and promote the visibility of Moroccan women mediators

Moroccan Women Mediators Driving Local and   Global Action

The Moroccan Network of Women Mediators is dedicated to:

  1. Supporting the implementation of Morocco’s NAP in partnership with public institutions and civil society;
  2. Raising awareness of the Women, Peace and Security agenda beyond armed conflict, including economic, social, environmental, health, legal, and food security;
  3. Organizing training programs to increase the number of women mediators and strengthen their capacities;
  4. Promoting dialogue and a culture of peace at the regional and international levels.

The network has actively engaged in international forums and exchanges, including on the situations of Syrian, Libyan, Afghan, Palestinian, and Israeli women — consistently advocating for their meaningful participation in peace negotiations A Powerful Call for Equal Leadership

In her closing remarks, Ambassador Jaidi issued a compelling call for gender parity and equal leadership, essential foundations for a safer and more sustainable world.

“Women must be at the negotiation table — not on the menu. Their voices must be heard, and their contributions recognized and valued.”

Through this initiative, Morocco reaffirms is unwavering commitment to building a more inclusive and peaceful world, where lasting peace is impossible without women.
